Doctor (Ph.D) in Ecology and Resource Management in the former USSR with a scholarship from the Ministry of Foreign Affairs of Mexico.

Since 1991, it has developed projects financed by international organizations such as the Inter-American Development Bank (IDB) and the World Bank, and the United Nations Industrial Development Organization (UNIDO).
Academic experience in education, economics and innovation.
In the academy, from 1995 to 1997 he taught courses at the graduate level at the Autonomous Technological Institute of Mexico (ITAM); from 1999 to 2005 he collaborated with the Technological and Higher Education Institute of Monterrey (ITESM) Campus Estado de México. At the University of the Americas (UDLA) since 1997, he taught Research Methodology, Process Reengineering and Titulation Seminar in the Master of Business Administration; since 1998 he is coordinator of the Diploma in Administration.
From 2002 to 2006 he was professor of the postgraduate course in Economics of Natural Resources of the National Autonomous University of Mexico (UNAM). He has directed 72 theses at the Master's degree in science. It has publications and participations in national and international congresses.
Experience in the public sector in education, Science, Tecnology and innovation.
In the public sector he collaborated in the Ministry of Economy of the federal government as Director of Promotion (2002-2004). He was Director of Technological Development and Innovation of the State of Mexico Council of Science and Technology (2004-2008) and Regional Director of the National Council of Science and Technology (CONACyT) (2008-2011).
