Considering the objective of leaving no one behind, this panel focuses on the analysis and discussion about how to consolidate a system that ensures the exercise of rights and an income level that enables a valuable threshold of wellbeing for all, prioritizing situations of poverty, extreme poverty, and vulnerability. This discussion focuses on sharing strengths, weaknesses and threats faced in complying with the universality requirements, both in the design and implementation of their policies and intervention models, considering and integrating approaches from rights, gender, ethnical, racial, lifecycle, territorial, and disability perspective.
